Public data only

IncumbINT works exclusively from publicly available sources: SAM.gov public extracts, USAspending.gov, SBA size standards, GSA CALC, and similar public records. We do not access controlled, FOUO, or sensitive government data tiers, and the service contains no CUI. We never collect data from behind logins or paywalls.

Analysis, not fact

The product separates three kinds of statements. Facts are quoted from an authoritative public record and cited to it. Assessments are our derived judgments and always carry both a probability (from "almost no chance" to "almost certain") and a separate confidence level (high, moderate, low). Alerts are single-source, low-confidence indicators surfaced early so you can verify them. Nothing the product says is confirmed or certified, and no probability is a promise.

Entity matching

Government records do not always share clean identifiers. Where we join records, we show a match confidence. A match made on name alone is labeled a possible match and should be treated strictly as a lead to verify against SAM.gov, never as an established link. Exclusion (debarment) indications in particular must be verified against SAM.gov before any use.

Known data latencies

Public feeds lag reality. Notably, certain Department of Defense awards are withheld from public data for roughly 90 days after award. A gap in our data is often a latency, not an absence, and recency is always shown as an as-of date.

AI-generated content

Some summaries and briefing text are generated by AI models from the public-record text described above. AI output can be wrong or incomplete, is always constrained to the source material we give it, and is reviewed against the same analysis-not-fact rules.
