Terms of Service

Effective July 15, 2026

1. The service

IncumbINT, operated by Reticle LLC ("we," "us"), provides capture-intelligence software that assembles, organizes, and analyzes publicly available U.S. government data, including data published by SAM.gov, USAspending.gov, the SBA, and the GSA. By creating an account or using the service you agree to these terms.

2. Analysis, not verified fact

Everything the service surfaces is analysis derived from public records as of the date shown, not verified fact. Records can be wrong, stale, or incompletely matched. Match confidence is displayed where applicable, and possible matches are exactly that: possible. You are responsible for independently verifying any information before relying on it in a bid, protest, teaming, hiring, or any other business decision. The service supports your judgment; it does not replace it.

3. No government affiliation

IncumbINT is not affiliated with, endorsed by, or sponsored by any U.S. government agency. Data originating from government systems remains subject to those systems' own terms and update cycles. Some data is published on a delay; for example, certain Department of Defense awards appear in public feeds roughly 90 days after award.

4. Accounts and acceptable use

Keep your sign-in email secure; you are responsible for activity under your account. You agree not to: scrape, bulk-export, or resell the service or its data outputs; probe or overload the service; share one seat across multiple people; use outputs to make defamatory statements about any person or company; or use the service for any unlawful purpose. Seats and usage limits are set by your plan.

5. Plans, payment, and refunds

Paid plans are billed through Stripe at the prices shown at checkout. Subscriptions renew automatically until canceled; cancellation stops future renewals and access continues through the paid period. All sales are final. We do not offer refunds, including for partial periods, unused Deep Dives, or plan downgrades. Usage allowances (such as Deep Dives) reset monthly and do not roll over.

6. Intellectual property

We own the service, its software, and its original analysis formats. Underlying government data is public. You own your inputs (your entity list, notes, and pipeline) and may export and use analysis outputs for your own business purposes, but not to build or seed a competing data product.

7. Disclaimers and limitation of liability

The service is provided "as is" and "as available," without warranties of any kind, express or implied, including accuracy, completeness, fitness for a particular purpose, and non-infringement. To the maximum extent permitted by law, our total liability for any claim arising out of or relating to the service is limited to the amounts you paid us in the twelve months before the claim, and we are not liable for indirect, incidental, consequential, or lost-profit damages, including lost bids or lost contract awards.

8. Termination

You may stop using the service at any time. We may suspend or terminate accounts that violate these terms, create risk for other customers, or abuse usage limits. Sections 2, 6, and 7 survive termination.

9. Changes and contact

We may update these terms; material changes will be announced in the app or by email, and continued use after the effective date is acceptance. These terms are governed by the laws of the State of Delaware, without regard to conflict-of-law rules. Questions: support@incumbint.com.
